Chuck, they used to make a lure that was designed to twist the leader on a
short retreive, then stop, and the 'bug' would spin in the water as the
leader worked back the twist.  The bug had clear propeller wings and these
would create the twist.  About two feet up the leader was a float that was
keeled so it couldn't spin.  Retreive a few feet, then stop and let the bug
spin.

Seems you've hit on an old design that works.  Work that into your arsenal
and you'll have a hit- or many.
