I have been chastised in the past for making this observation, but IMHO with regard to sizes, one should compare like with like. By that, I mean that small eyed fly hooks should be compared to other makes or styles of small eyed fly hooks and small spade end hooks with other makes or styles of spade end hooks.
The Mustad #32 is an extremely small spade end hook but I doubt that it could be made into a usable eyed hook. Manufacturing a hook that small leaves the hook maker little choice but to replace the eye with a spade end. There is no eye to pass the leader/tippet/nylon through - instead, the end of the hook shank is flattened (spade shape) and the leader/tippet/nylon is then snelled around the hook shank and tightened up to the flattened spade which in turn prevents the leader/tippet/nylon from slipping off.
