Some guys like the turned up eye because it raises the leader off of the
water for a few inches, giving a leaderless area in front of the fly (old
school).  This is more effective for lake fishing when the fish have a long
time to inspect the fly- if you tie a tight knot.  For rivers, as you
mentioned, drag is the enemy.  I've been lightly greasing flourocarbon
tippet for the first foot and then letting the rest float as normal ( on
turned-down eye hooks).  This also gives a leaderless presentation to the
fish, and I can use heavier tippets, since they're invisible (unless you
over-grease with Zink).  Even a light tippet leaves a huge footprint on the
surface, where the water tension attaches to it.  The 'drowned tippet'
method (only with flourocarbon) has worked very well.  Sink too much tippet
and you'll drown the fly with every pickup or little bit of drag.
