Chuck,  it depends on where in the Gulf of  Mexico.

“In the Tampa Bay area, small permit (<40 mm) were present from June to
November, suggesting that spawning extends into the fall. In the Florida
Keys, small fish (<40 mm) were present all year,

 

I know they are present as far north as Homosassa during the summer months.
(about an 1 ½ drive north of Tampa)  I think that is about the extent of
their range .  I don’t think you would have found them near “the Redneck
Riviera”.
