If I understand you correctly, then yes - The butt end of the feather would
look like the (poor) picture below, with the tip facing the left side of the
screen... I'm not an artist, in case it wasn't obvious... Where you
essentially strip away the bottom barbs from both sides much like one may
strip the 'marabou- like' strands from a turkey flat. If the below doesn't
make sense, let me know and I'll butter the wife up so I can borrow her new
digital camera ;)

Personally, I fold the hackle along the stem, but either way would work for
eliminating the 'tail- like' barbs from when you start the palmer.

By trimming, you get the 'micro-barbs', which (if outside of the tie-down)
will form the same 'pseudo-tail' you had before, except with shorter barbs.
On the other hand, they make for very useful tie-down anchors... depends on
the tyer's preference more than the fish's, in my opinion.
