Hi folks It turns out that this problem was insurmountable - I put a spare hard drive in and installed Windows 2000 (Out, out damned spot!) and saw pretty much the same issue - spontaneous memory and filesystem corruption plus scattered video streaks outside the Hauppauge WinTV2000 application window.
My thanks to Trevor Boicey and to Reinoud for valuable troubleshooting advice, but it looks like I need a new PC (Shuttle XPC SN41G2 coming in two weeks) or a new card before this will work in Linux *OR* Windows.
