Ok here we go. All the software I mention you can find via Google, and they are all shareware or free.
You download the MPEG2 Then you use bbDEMUX to demux it. I'm not an expert on this, but demux means you are separating out the video and audio portions of the file. You take the video portion to DiVA and you convert the file to full 720x480, 30 fps. Then you use MAD Play to convert the audio to an AIFF. You can then remarry the video and the audio in Final Cut or whatever you use to edit. I'm doing this from memory, but I think its all right. Feel free to e-mail off list if you run into problems.
