It would be a mistake to assume that everything produced by the Federal
government is free of copyright. Sometimes government releases
incorporate copyrighted materials from outside sources. Or the work may
have been produced by a contractor who retains copyright. For more
information this is useful:
http://cendi.dtic.mil/publications/04-8copyright.html#312 Of course,
since it concerns copyright there's no cut-and-dry answer.

What about government publications? If National Wildlife Federation was a government agency, are we allowed to make a DVD from their VHS tape? As far as I know government publications are in public domain.

Subject: Re: [Videolib] copyright issue
After 1976, any "original works of authorship fixed in any tangible medium
of _expression_"
is covered under copyright.
Trademarks are a different matter and have nothing to do with this issue.

Hello All,
I have been sent a short video from a faculty member called 'Schoolyard
Habitats' from the National Wildlife Federation on tape that she claims is
not copyrighted, and she wants it put on DVD. Interestingly, it has the
'R'
in a circle registered trademark right after the title, but no regular
copyright claim. Can this be done?
