For you and others,

I think we all agree that both indie/educational filmmakers and media  
librarians are facing difficult challenges due to shrinking budgets.   
As you suggest, we both believe in the power of film to educate and  
engage people.

I have not seen this discussed often (at least since I have been here  
the past couple years), but in the age of streaming media with  
indefinite permanence (though varying quality), a business model  
predicated in part on replacement of damaged physical objects, is not  
likely to elicit a lot of sympathy.  From my [brief] experience, I  
have observed that frequency of use is not always directly correlated  
to the rate of damage (we have had copies used as little as a few  
times before they came back damaged).  At my institution and I suspect  
others, it is challenging to ascertain who was responsible for said  
damage, and if the last user was faculty especially, to recover  
replacement fees.  It is also important to understand that for media  
use in a curricular context, even the slightest scratch that makes a  
video skip at a certain point or impacts audio, can be a rationale for  
seeking replacement.   We have a machine and try to repair the DVD,  
but if the material is once again reported damaged it gets withdrawn.

I know that some vendors offer lower replacement fees.  Unfortunately,  
due to the nature of large academic libraries, for those with a  
central purchaser, it can be more cost and policy intensive to  
coordinate replacement objects then to pay the full cost.  As Gary  
mentions in this month's Library Trends series, streaming is an  
attractive option in part due to the replacement budget issue, but of  
course new business models need to emerge.

VIDEOLIB is intended to encourage the broad and lively discussion of issues 
relating to the selection, evaluation, acquisition,bibliographic control, 
preservation, and use of current and evolving video formats in libraries and 
related institutions. It is hoped that the list will serve as an effective 
working tool for video librarians, as well as a channel of communication 
between libraries,educational institutions, and video producers and 
distributors.
