Hi Ann,
If you don't mind I am going to send your questions over to a circulation 
listserv.  This is a hot topic of conversation in the Circulation/Access 
Services world.

Here is what we do at Georgia Tech:

The Library Service Desk (combined Access Services and Reference) checks out 
all equipment.  

The Access Services Department manages the equipment with support from our 
internal IT department.  We have a high level staff member who manages all of 
the equipment.  He works with our IT department to determine our 
software/hardware needs but he is solely responsible for making recommendations 
for purchases.
Yes, demand is very heavy.  We never have enough of anything.  But, we keep 
waiting lists, allow reservations, and give flexible checkout periods.  The 
biggest problem is keeping up with technology.  By the time we have purchased 
and processed items, they are already old.

Hello,

I have a few questions for libraries that circulate mobile devices like iPads, 
cameras, camcorders, laptops, etc.:

What service point handles the device circulation? (main circ desk, media lab, 
other?)
What department/individual manages the equipment?
Is that same department/person responsible for recommending models to purchase?
Do you have trouble keeping up with patron demand for these devices?
