Larry, I appreciate your point-by-point analysis of the tiered pricing: it's something I'm going to read and read again as I think about all of these issues.
One point in your post caught my attention: "Just-in case," research titles would cost more per use while "just in time," curricular ones less. For me, this seems to exacerbate, rather than alleviate, the problem of equitable access to information. And that is my concern with tiered pricing proposals. As a librarian, I'm looking to promote those ideas that aren't already well represented in the mainstream perspective. (This isn't why I select ever single object for a library, but sometimes it is.) So if other libraries have already bought a really popular title, then that content is now more accessible information. If a lending partner has a title, then I'm not as worried about buying it because it is accessible to my user population. But if there's a really unique title that no one has bought, and since it's more expensive under a tiered pricing plan, then theoretically that really unique perspective that no one has is the one that might be at most risk for being accessible. Because under a tiered pricing I still can't afford to buy it. Just a thought, and maybe I shouldn't be worried? Or maybe I'm not understanding how the tiered plan works and need to read more carefully?
