While not strictly "legal" usage, some libraries use genre headings with a 
geographic subdivision to indicate this. For example, you could use:

655 4 Feature films |z California |z Humboldt County.

Or

655 7 Feature films |z California |z Humboldt County. |2 local

It is important, if contributing to WorldCat, to either code it with the 
subfield 2 local, or the second indicator 4. Library of Congress Genre Form 
Terms are technically not allowed to be subdivided geographically.
