This is an excellent question. I think the issue here is perpetual access. The subscription service does not provide perpetual access. The library should have the right to replace the VHS with a hard copy in accepted format such as DVD. I also agree with Michael's point of use and purpose -- the hard copy is required for research and teaching needs.
