That's not a bug, it is a feature! :-) I find those prefixes pointless, and disable them when I can. Sometimes they get annoying, for example a thread where one person has the English "Re" and another a Swedish "Sv". If their mailers don't realise it, it can become long alternating prefixes before you get to the real subject. But in the case of VM, it is disabled by default I believe. vm-reply-subject-prefix is defined to nil, at least in my compy of vm-vars.
