I believe your system has Viking 1.4.X (1.4.2 probably). Some of the features are in Viking 1.5.1. At least in KDE of Kubuntu the arrow keys don't work. The arrow keys work for me in Unity, Lubuntu and Kubuntu versions of Ubuntu. You must use the *control* key at the same time as the arrow keys. Admittedly I'm not sure why Viking needs the control key modifier as well as the arrow key, it's been like that since the very first version of Viking. I note that the need of the control key (or that any key can move the map) is missing from the manual, so I can understand why you'd think this feature is not available.
