I found out this is due to the way the keys are bound in the way menu items are 
defined:

See View->Pan->Pan <North/South/East/West>

So for now I'll just mention it in the manual.

Since I'm planning on restructuring the keyboard bindings to make them 
configurable, hopefully I should be able to incorporate it then.
