I would second this: script pages should be more interactive and
provide some feedback to the authors.
I wonder though how admins will prevent spam if commenting is
implemented? I mean, I am not sure many users will want to register to
only vote unfullfilling to a particular plugin.

Honestly, I am not sure code sharing will work in Vim environment...
Personally, I tend to avoid plugins requiring any sort of library or
something because of higher chances to see broken functionality in
future versions of the library.
Although sort of tagging will definitely help to search similar
plugins and find the one better suiting your needs.
