Yes indeed.
Please, stay clear of anything that is not viml -- or the system commands + 
git, svn, ...
I don't have ruby nor python on most of the windows boxes where I install vim. 
And I need/want to have a plugin manager that supports dependencies on these 
machines.

VAM choice was a good one regarding the viml-only restriction.
