That does exactly what you're looking for, but returns a downloadable zip file containing all you want - you can pick the plugin folders you need.
VAM also supports downloading from .zip files from github or such (I would have to read code to understand when that is chosen, however it should be easy to replacy the "checkout from git" implementation by anything else) Also note that VAM is both: activation and install/ but you can also install manually.
