It looks like that plugin *disables* swap files and undo files, instead of encrypting them, like the built-in encryption. What if I want to keep the benefits of an undo file or swap file? That's probably the biggest benefit of having it in the core. Also, if it's in core, I don't need to compile an external tool for use on systems where I don't have admin. Or find a tool for use on Windows. Of course, I don't actually use Vim's encryption for much of anything myself...I use a real password manager for encrypting passwords, and don't have much reason to encrypt other textual things.
