As far as I can tell, what is needed for language "ll" is
a ZIPped file containing the
*.llx files, plus tags-ll, plus READMEll.txt

What is going on with the ll system.

3 diffenerent systems of writing the ll just for the help files.

.llx (first before . overwriting tx)
-ll (adding -)
READMEll (last before . inserting)

And the menu is using _ll (underscore) and the po is using ll for folder name.

Surely the way ll is used could be improved to make it more consistent and logical.
