Maybe. I don't know about Cleartype, but about fonts gvim can only use
fixed-width fonts, i.e., fonts all of whose glyphs have the same width
(with exception of "wide" East-Asian glyphs, which must be exactly twice
as wide as the rest). Fonts of that kind are usually called "monospaced"
fonts. Any font whose name includes "Mono" can be used by gvim provided
that the font file correctly indicates that all its glyphs are the same
width.
Some OpenType and/or TrueType fonts can be used, but only those which
are monospaced: i.e. you can use gvim with Courier New or Lucida
Console, but not with Times New Roman and not with Arial.
Of course, Console Vim (as distinct from gvim) can only use whatever
font is currently in use in its terminal or terminal emulator.
If the redrawing of the character the cursor is on is "annoyingly slow"
on your system, then you may have an unusually slow connection (usually
to Vim on a remote connection, or using a remote device for its
swapfile), or maybe ;-) an unusually fast reaction time for a human.
I've never had redraw-speed problems even when I was on Windows, but
then I only edited local files. (In the case of files which I meant to
publish on my website, I edited a local copy and ran an external FTP
client when I wanted to sync the remote version with the updated local
file).
