That depends on the console. In the Linux (true-text) console, in xterm 
and (I think) in Windows, Vim can't resize the terminal AFAIK. OTOH, in 
konsole, setting 'lines' and 'columns' does resize the terminal. In the 
Mac's Terminal.app console, I don't know.
