Just a quick guess:
maybe it depends on whether the paragraphs are actually just long 
lines (no line breaks) wrapped around using ":set wrap" (cancel by 
":set nowrap"), or whether your paragraphs consist of lines 
individually terminated by line breaks?

AFAIK Shift-V selects a line, until a carriage return.
