It's possible that you're not seeing the EOL characters, despite setting 'listchars', because 'list' itself isn't set. The 'listchars' setting has an effect only if 'list' is set. Try: :verb set list? listchars? This will indicate both the values of 'list' and 'listchars' as well as (maybe) where they were last set.
