It's possible that you're not seeing the EOL characters, despite setting
'listchars', because 'list' itself isn't set. The 'listchars' setting
has an effect only if 'list' is set. Try:

  :verb set list? listchars?

This will indicate both the values of 'list' and 'listchars' as well as
(maybe) where they were last set. You could try things manually by
forcibly setting the values by hand to see:

  :set list
