Not "for sure". It means it cannot boot the OS. With a bit of work and some software you can give it Internet access. It will be limited in what it can do. You can put a browser on it but there isn't much it would be able to access well. If you can find one, an Ethernet to SCSI adapter can put it directly on an Ethernet network.
