It has been so long since my ][+ bit the dust that I can't remember if it "bonged" on power on or not. It seems that the only thing it did was clack the drives looking for a boot disk. Wiggling the video cable most likely just creates transients that show as "static" on the monitor. You really need a floppy drive to see if the thing works.
