Do you have *any* memory installed in the SIMM sockets? The IIfx has no motherboard RAM, so without memory in the SIMM sockets, it will not boot. However, IIRC, you will get a good POST chime without RAM in the sockets because of the 32K of cache memory, which is apparently enough to complete the POST.
