I had the same problem, but my procedure was: 
Insert OS 9.1 CD. Open Disk Utility. Make a new image. Eject OS9 cd. Insert 
blank CD. Burn DMG image to disk. (From Disk Utility.) It isn't bootable... 
(Well, none of the 3 or so copies I tried are bootable. You can see all the 
information on them...)
Perhaps there's something I'm doing wrong...?
