I came into this conversation just recently but I have not seen anyone refer to 
"Blessing the System Folder." If this is not done, the disk will never boot. 
Look up in Google "Blessing the System folder" and it will walk you through 
dragging the  suitcase out of the folder, closing the folder and dragging it 
back into the folder. This voodoo does something internally which solves the 
problem. Burn the disk only after this is done. Failing that, I seem to 
remember back in the Toast 4 or 5 days, that deep within one of the windows you 
could find a check box which would "Bless the System" for you. Due to scratches 
and careless handlers, I have had to duplicate any number of my OS disks in 
order to bring various machines back to life by using the above method.

In disk utility, when you make the image, make sure you select the highest line 
showing the CD.  There are two or three lines there.  The bottom one is the 
VOLUME of the CD.  If you make a disk image of that it's like making a disk 
image of any folder and it won't be bootable. By choosing the higher up line 
you are making a disk image of the DISK and that should be bootable.
