When G3 upgrades for the x100 Powermacs were a big thing, Sonnet explained that it wasn't possible to support the DOS card on their 6100 G3 card due to the custom chips Apple used to interface the Quadra PDS bus of the DOS card to the 601 PPC PDS bus. Having the passthrough for the 601 PDS video cards was easy to implement.
