So I figured out the problem. I'm just uhh... Really dumb. I didn't plug 
the SCSI cable into the motherboard all the way even though I swear I did.

Yes, it is an official DPES-31080 IBM/Apple drive. 

I have the jumpers set for auto-termination.

However, I have a new problem.

With Disk Tools (From a 7.5.0 disk set) is inserted, I can see the drive, I 
can write to the drive (I tested this by copying over Apple HD SC Setup and 
Disk First Aid) I can partition the drive, but I cannot initialize the 
drive to save my life, nor can I test the drive. When I do, it gives me a 
 "The disk could not be initialized. Unable to initialize the disk" error.

My partition setup contains:

27k Mac Driver
37k Mac Driver
256k Apple Driver 10Kit
256k Apple Patches 
1058459k Macintosh HD (I created this partition)

Without being able to Initialize it, I can't install System 7.
