That's my guess, either that or for a POS application. I remember seeing a
compact Mac being used at a hotel check-in desk on some TV show, and alot of
those things have "special" keyboards, but I can't really think of any real
use for the mods you describe.... Maybe the blank keys had a special
function when hooked to some mainframe...?
Seems like alot of effort though...
