Errm, sounds like a PSU failure. I can only suggest you make sure the 
RAM, battery (right way round?) and connectors are still in place 
properly, it is quite easy to disturb them when working inside.
Otherwise I know Mac II machines tend to have power control circuit 
problems but that is as far as my very limited knowledge goes, I don't 
have my IIci to do the obligatory 'crash course' yet so I'm not really 
the one to ask.
