As near as I can tell, there were very little low-level API changes through 7.6.1. Even 8.1 isn't all that much different. Nearly everything that claims to require 7.5.3 or higher or 7.6.1 or higher only does so for support costs - 7.5.3 or higher is more or less guaranteed to have Open Transport and a few other niceties installed.
With a little work, it's not terribly difficult to get 7.1 looking and operating a lot like 8.1, with probably 90% of the application compatibility. This is all on 68ks of course. With PPCs and even faster Quadras, 8.1 runs very nearly as well. As far as I know, all the system Software through 8.1 was optimized more or less for 68ks, with PPC being almost an afterthought. 8.1 was better in that regard, but it wasn't until 8.5/8.6 that any significant amount of the code was PPC native. Even with 9.1/9.2 I bet there's some 68k code left.
