It will do both. It will show a modest 5-10% increase in CPU and memory speeds, but your video will be noticeably slower. The on board video in a IIci runs at 25MHz, as you mentioned, the NuBUS cards can only pipe data through a 10MHz bus. Still, a good accelerated NuBUS video card is not a bad investment.
