It could be a combination of both; maybe the caps are good enough to power/boot
the machine about 25% of the time, but I suspect this will decrease as the
machine ages.  I'd say the faulty caps are almost certainly the source of the
problem with both the keyboard and PSU power button.

Long shot, and might not be too easy to try, but have you tried a known-good
fuser?

Hey, as long as it works with vintage Macs, it's still legitimate :)  No reason
we should exclude stuff made after a certain date as long as its functionality
is directly related to our beloved 030s :)
