first, make sure you have the right pram battery.  it should be 3.6V, not 3V.  3V is 
very
marginal if it works at all.

second, from your' description it sounds like the software on the hard drive is 
damaged. 
you may need to reformat it (or replace the drive, 80mb and larger drives are available
for nearly free on the swaplist).  one method is to remove the data cable, but not the
power cable, boot the mac from the floppy, and then connect the hard drive.  you should
now be able to inspect the hardrive and it's data.  you will likely need to reinstall 
the
os, run disk first aid (and/or other utilities if you have them) and if that fails 
you'll
have to reformat the drive and then install an os.  it's also difficult to make a mac 
disk
on a pc, but if  you have the special software to do so it can be done.

it's also possible that the power supply is failing.  removing the hard drive would 
reduce
the power demand and could make a difference if it was marginal but not completely 
gone. 
you can also remove the pds card to further reduce the power demand and see if that 
makes
a difference.  it sounds like you have access to a volt meter, in which case you can
easily check the 5v and 12V supply at the hard drive connector.  if these voltages are
within 5% of the correct voltage the power supply is probably ok.  test the power 
supply
with the drive and pds card installed and watch it during the time the drive spins up 
when
current demand is at it's highest.  if either voltage ever drops too much you need a 
new
power supply, or to part out the unit and get another mac.
