The Mac toolbox wasn't really designed for easy access from assembly
code. To get started on 68K programming (assuming that you have
experience on other platforms), I'd recommend Think C or Pascal. If
you're starting from scratch at programming, look at a platform like
RealBasic or even the ancient Microsoft Basic for Mac. System 6 Heaven
has a section on 68K programming.

Think C: No great web sites that I'm aware of. Loads of sample code in
archives such as UMICH. SAMS produced quite a few teach yourself books
on Think C (second hand book shops).

Lightspeed/Think Pascal: One good web site. Compiler available freely
if you ask around or search thoroughly.

RealBasic: A contemporary product but only older versions support 68K
and System 7.x. Educational licences are relatively cheap. Older
versions no longer available as evaluation downloads ;-( Lots of
contemporary resources.

MS Basic: Easily found for download but not a great product.
Documentation essential if you wish to make anything more than a very
simple application.

Codewarrior C and other compilers: A pleasant environment and the
first one that I used. Very expensive if not buying an educational
licence. 68K and PPC compilation available but while learning I'd
recommend not trying to generate Fat binaries because it isn't easy
and distracts from real programming.

MPW: Free download from Apple but awkward to install at first. Some
people like it but other C or Pascal compilers are generally
considered easier and have better third party documentation.

Inside Mac: Essential. Free PDF downloads from Apple but the books are
easier to use.
