Look in the Control Panels, Energy Saver or which ever one controls
the sleep timing and see if there is an option to have it power up
automatically following a power failure.
If not look the Apple Archives, it at least has the ADB pinout.
AFAIK the power signal simply is tied to ground or power to start the
computer. Try connecting it to either using a 1K ohm resistor.
