I noticed that I have somewhat of the same problem with my on-demand pump. If the water is turned on at the sink the pump will run for a very short time then shut off then on then off then on..... you get my drift. The whole time this is going on the lights get dim then bright, then dim, bright..... It never did this before. Is the pump going bad or is there some kind of sensor that is going bad?
