OK ED, lets start at the begining. Did it run OK before the new heater? Did
you replace any plumbing when the heater was replaced? What kind of stuff
did you find in the lines and where did you find it? If I don't see what is
wrong somebody else will.

Both hot and cold run slow at times. I have found stuff in the lines but
that seems to slow with the replacement of the water heater.
