And the winner is... Gas tank not vented.
The next time I stopped for gas I blocked the frigid artic
air and heard a definite sucking sound as I removed the gas
cap.  So I removed a bolt from the end of one of the many
fuel lines coming from the top of the tank, as a test.
I've now driven for two days and have had no problems,
except for the smell of gas.  Now I need to get an actual
solution.  I'll look in my manuals tonight to see if they
can tell me how it supposed to be.  Is the tank supposed to
vent into the charcoal cannister in the rear of the car? 
My cannister isn't connected to anything at the moment,
which is good since it isn't in the car either.
So Thanks for the concrete suggestions.  I will add a fuel
delivery PM session to my spring schedule, along with the
wiring clean-up.
