My 71 was like that when I got it years ago. What I did (right or wrong) was to cap off all but 2 vents, and run them to a tee, that was above the tank, where the expansion tank (long plastic thing) above the glove box was (mine was cracked) and re-route down below the floorboards. If you crawl under the car, you can see about a 2" piece of rubber hose hanging. Gas smell hasn't been back in 7 years.

Now I need to get an actual solution. I'll look in my manuals tonight to see if they can tell me how it supposed to be. Is the tank supposed to vent into the charcoal cannister in the rear of the car? My cannister isn't connected to anything at the moment, which is good since it isn't in the car either.
