The bumper brackets are frequently available on ebay for the earlier cars 
(up to'67), you didn't say what year your car is.  These act like a piece of 
all-thread with 2 nuts, 2 washers and 2 cast or stamped steel c-clamps that 
clamp around the bracket and protrude above the bumper with a bracket to 
bolt the light assembly onto.  The top mounting hole is usually in a shallow 
depression to allow aiming of the lights.  You could make something that 
works the same as these expensive original ones, and will fit later wider 
brackets.
