Peter, You didn't mention which year your bug is. You got another reply for the curved-profile bumpers up through 1967 and it's correct.
If yours is later: Hella makes/made a Foglight Installation Kit specifically for the VW box-beam bumpers of 1968-72 that has cadmium-plated brackets that mount with the bumper bracket, using overlength bumper bolts. It also comes with a cable harness and a matching VW dash knob containing a green pilot light, per German requirements. Instructions in about 8 languages, of course. I found one on German eBay, and I've seen them crop up occasionally on US eBay. I paid 50 euros plus about 20 euros postage for the whole kit, and it looks great. With the weak dollar they'd be pricier nowadays. If you use www.ebay.de you can search on Nebelscheinwerfer-Einbausatz. You can punch in for a rough English translation, I believe. THEN ... if all else fails, write me back. I'll make you a good sketch of my brackets so you can fabricate your own counterfeits, if you'd like.
