Mike....sounds like a tough spot to me.
1) spray some real penetrating oil into the lock. WD 40 is ok too but try to
find the original brand "B'LASTER" 'PB PENETRATING CATALYST' found in a yellow
top spray can in most Pep Boys, Autozone etc. Try a couple of applications and
it may take a couple of days or so for things to loosen up and spring back into
position. The 'PB' stuff has worked for me on numerous situations where nothing
else worked. A few taps around the lock with a small ball peen hammer and a
1/4" socket extension after spraying may help too.

2) i'd also try a few light blast with a spray carburator cleaner. that may
knock some gunk loose. again, a few taps might help.
I usually don't recommend spraying liquids into locks (except alcohol which
evaporates fast) as they tend to gum up locks. But this sounds like a desparate
situation and you can always clean out the lock later with alcohol if this
works.
Just my thoughts amigo, your mileage may vary, some assembly required,
batteries are not included!
