The manufacturer doesn't pre-drill the heat risers, to allow for the folks who install this exhaust system on an engine with dual carbs. Then there's no need to install additional 'block-offs". A person who installs one of these systems, needs to be aware of the need (or lack thereof) for preheat to their intake manifold, and act accordingly. To drill, or not to drill; that is the question.......... I, too, have discovered them (on a newly purchased VW) 'un-drilled' on a single carb manifold that I was working on.
