Definitely emissions. I believe this carb was also used with the dual vacuum distributor. The idle adjustments are completely different. The throttle is completely closed at idle, with an air adjustment setting speed. The mixture screw has a much finer thread and setting precision. I seem to remember two solenoids - one for the idle jet and one for the idle air - if this is true, both need to be energized when running.

The 34 may have a bit larger venturi, since the number on Solex carbs seems to track that dimension. The main jets are interchangeable with the older carbs, far as I know, so it could be re-jetted for your motor.

I use a 31 PICT on the 1641 in my '67 Bug. I had to open the main jet a tad, but it works fine.
