Hello,

First, go in to settings, general, accessibility, voice over, rotor, and select 
set voice over volume.

Next, turn your rotor to Voice Over volume.

Now, using the single-finger vertical flick, you can adjust the volume of VO. I 
used this method during a call to increase VO volume relative to the phone's 
volume and VO is now louder than my phone call.
